Empower, Inform & Connect

The Foster Parents Society of Ontario (FPSO) is a provincial, non-profit organization led by foster parents, for foster parents.
Since 1973, FPSO has proudly represented, supported, and advocated for caregiving families across Ontario, ensuring that foster parents have a strong, unified voice in child welfare.

Our mission is to empower, inform, and connect foster caregivers through advocacy, education, and training.
We are dedicated to enhancing the quality of care for children and youth, supporting caregivers in their journey, and strengthening the child welfare system through collaboration and compassion.

Our History

The Foster Parents Society of Ontario was established in 1973 by a small group of dedicated foster parents who recognized the need for a unified voice in child welfare.
Their shared goal was to ensure that the experiences and expertise of foster parents were included in policy discussions and decision-making.

Since then, FPSO has grown into a province-wide organization that represents hundreds of caregivers through partnerships with local foster parent associations.
Our organization has continuously evolved to reflect the changing needs of foster families and the child welfare system — remaining rooted in advocacy, education, and community connection.

5+ Decades

For more than five decades, FPSO has provided leadership, resources, and training to support foster families in every region of Ontario. We work in partnership with Children’s Aid Societies, Indigenous Child and Family Services agencies, and government partners to ensure that the voices of caregivers are heard and valued.

Our team of volunteer board members and staff are all connected to fostering — either as caregivers, adoptees, or advocates — ensuring that lived experience continues to guide everything we do.
